Federal/State Regulation Compliance
BRI continually coordinates projects with Caltrans’ Right of Way Department. Our staff of ROW professionals include over 160 years of experience working for Caltrans. We continue to provide training and insight to Caltrans’ ROW department on both appraisal and acquisition procedures. Our role on roadway improvement projects is to complete all ROW acquisitions to the following standards:
- Federal and State Constitutions
- Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act (Uniform Act)
- California Eminent Domain Law
- Federal Highway Administration and Caltrans Procedures

SANDAG (San Diego Association of Governments)
BRI is proud to be providing project management, appraisal, acquisition, and relocation services for SANDAG’s Mid-Coast Corridor Project. This 11-mile project will extend San Diego Trolley Blue Line service from Old Town to UCSD and University City.
LA Metro – Purple Line
This project involved the extension of the west side subway. The project will extend the Metro Purple Line westward nine miles with seven new stations. The assignment involved real estate and furniture, fixtures, and equipment (FF&E) appraisals of multiple commercial properties.
LA Metro – Exposition Phase II
This was the Exposition Phase II Light Rail Transit Corridor project. The assignment involved furniture, fixtures, and equipment (FF&E) appraisals of business signs and site improvements for multiple commercial properties affected by the project.
City of Los Angeles Redevelopment Agency (CRA)
Assignment activities in support of the City’s redevelopment efforts included full and partial acquisition appraisal.
City of Norwalk, LA County
This project involved the widening of Interstate 5. The assignment involved FF&E appraisal of an affected office building.
City of Palmdale, LA County
This project involved the widening of Avenue S. The assignment involved real estate and FF&E appraisals of 30 commercial and single family residential properties.
City of Garden Grove, Orange County
The Redevelopment Agency was seeking to acquire a commercial property for the purposes of area redevelopment. The assignment involved FF&E appraisal of a commercial property.
Orange County Transportation Authority (OCTA)
OCTA was seeking right of way in support of the Bus Corridor Project through Fullerton. The assignment involved expert witness FF&E appraisal services.
City of Calexico, Imperial County
BRI is proud to be providing project management, appraisal, acquisition, and relocation services for several projects including Anza Road Realignment, Cesar Chavez Boulevard Widening, and Port of Entry Land Disposition.
City of Beaumont, Riverside County
BRI provided appraisal, acquisition and condemnation support for the City of Beaumont to assist the City in acquiring a parcel required to construct the State Route 60/Potrero Boulevard Interchange.
CA Department of Finance – Successor Redevelopment Agency Long Range Management Plan (LRPMP)
BRI has been actively involved in appraisal, appraisal review, and consultation services on properties located throughout California. The appraisal and consultation services are needed as part of the approval process for the Successor Redevelopment Agency Long Range Management Plan (LRPMP) provided to DOF for approval. Services to date have included appraisals involving complicated land leases, appraisal reviews on properties in Southern California, and ownership verification to provide additional assurance to DOF that information relating to real estate in the LRPMP is accurate. The work is very time sensitive given pressures from the legislature to approve/deny submitted plans.
